Secretary of State Debra Bowen‘s Office has got the Register to Vote On Line site up! You fill out the form on line, print it, sign it, stamp it and mail it. It is addressed and does not require an envelope! Or you can run blank forms and fill them in by hand.  Link https://www.sos.ca.gov/nvrc/fedform/
